What is SHA?

The Sharjah Health Authority (SHA) is the UAE's newest dedicated health regulatory body, established to oversee healthcare professionals and facilities across the Emirate of Sharjah. Previously, all healthcare regulation in Sharjah fell under MOHAP (the federal Ministry of Health and Prevention). SHA now operates independently with its own licensing framework, portal, and standards.

This is a significant development. Sharjah is the third-largest emirate by population and the second-largest by healthcare facility count. Having its own dedicated authority means faster processing, Sharjah-specific standards, and a regulatory body focused entirely on the emirate's healthcare needs rather than sharing attention with four other emirates under MOHAP.

The Three-Stage Licensing Model

SHA's most distinctive feature is its staged licensing approach, which is unique among UAE health authorities:

Stage 1: Initial Assessment

SHA evaluates your credentials, qualifications, and experience. This includes DataFlow PSV verification (same process as DHA and DOH) and a professional assessment specific to SHA's standards. If you pass, you receive an SHA Assessment Certificate. The professional assessment is processed through the SHA portal and relies on your DataFlow Primary Source Verification; budget for the DataFlow PSV cost (commonly around AED 1,000–1,400) rather than a separate fixed assessment charge. Stage 2: Supervised Practice License

Unlike DHA, DOH, or MOHAP, SHA does not immediately grant a full independent license. After assessment, you receive a supervised practice license that allows you to work at a Sharjah healthcare facility under the supervision of a senior licensed professional. This supervised period lets SHA evaluate your clinical competency in the local practice environment.

Stage 3: Full Independent License

After satisfactorily completing the supervised practice period, your license is upgraded to a full independent license. This is the equivalent of a standard DHA or DOH license and allows you to practice independently.

The staged approach adds time to the overall process compared to DHA or MOHAP, but SHA argues it produces better outcomes by ensuring clinical competency in context rather than relying solely on exams and paperwork.

Important: SHA licensing is employer-linked. Unlike DHA where you can obtain a license independently and then job hunt, SHA requires a facility offer letter as part of the application. Transferring from MOHAP to SHA

  • Obtain an SHA Assessment Certificate through the SHA portal (processed via your DataFlow PSV)
  • Your existing DataFlow PSV results carry over — no need to repeat verification

Sharjah Healthcare City is a dedicated medical free zone under SHA's jurisdiction, modeled after Dubai Healthcare City (DHCC). SHCC is designed to attract healthcare investment, medical tourism, and international hospital groups to Sharjah. The specialized portal for SHCC businesses operates at eservices.shcc.shj.ae.
